Veterans are allowed to wear their medals on civilian clothes for occasions of a military nature, which the military dining would surely qualify. The medals should be worn in a fashion similar to that of the active duty personnel present at the function, that is, if the active duty are wearing miniature medals, the veterans should as well. This does of course assume that you actually earned the medals you wear.
