To me, the Regulation doublet is still evening wear. You obviously can't wear a velvet one to a daytime function (actually, for me half the fun of kilts is the ability to wear velvet. I've only got one velvet doublet at the momemt, but I WANT MORE! A velvet Regulation Doublet and a velvet Sheriffmuir, to begin. The other great thing about velvet is that the ladies love it!)
All the wool Regulation doublets I've seen have silk facings on the lapels - a sure sign of evening dress. You can just see the silk in this photo:
