I agree about using a safety pin, but isn't that the function of a kilt pin?

That's a common misconception. Whatever function the kilt pin may have had at one time (other here can talk about that better than me), now it is used only for decoration and a bit of weight. In fact, if you do in the aprons together, the kilt really won't hang right and you risk getting it caught on something and ripping both aprons.
