There should be extra material at the top of the hose, to allow for the rollover.

As far as getting them up over your calves, you are probably like some of us here with big ol' calves. I barely get most standard fit hose up over my calves and because they're stretched to do that, I barely get a turnover.

The only real solution is to get hose made for your bigger calves. This, however, is going to cost you. A good source is the Almost Unwearoutable Company, that makes great hose and will make the hose to your calf measurements. They're pricey, but they're good.
