It's more an issue of the belt sitting where it should instead of hanging however it pleases. At least when I wear a belt with pants, without using the beltstraps, it doesn't keep sitting at the right place all the time.

My (cheapo ebay) kilt belt is built like a tank and rough on the inside, so it won't slip or sag. M.
