First I would like to say thank you for all the help. I would have been lost without this board, and its easy to forget to say thanks.
Second I will be more specific about the kilt:
Affordable Royal Stewart Kilt #16137
Semi Dress Sporrans #16151
Embossed Piper Kilt Belt + Thistle Buckle #16221
As you can see this Kilt is part of their affordable line rather than a traditional kilt. Looking at the pictures on kiltmart I can see that the belts are not put through the. I think that with the side strap pulled tight it should stay up without the assistance of the large, and apparently for appearance only belt.
I cannot envision wearing the kilt with no belt, cumber bun or vest. Some how that seems like it would look wrong, but then I guess I am just use to wearing a belt with pants. Should I again start pushing for a vest?
I am glad to hear the sporran is about right since its on the last available loop. I may still have a problem though since the sporran is also not currently though the belt loops either, should it be?
I think I will keep the kilt at about mid knee since that will require no alteration to the kilt and once I get the hose folded down correctly it will look closer to correct.
