there are loads of spinner buckles out there. I've seen ones that look like car wheels, ones that look like vinyl records. It's a hip-hop thing.
I'm not really into the spinners but
I kinda think buckles that are more than just buckles are cool.
Ever seen a flask buckle? Or one that holds a zippo lighter? They exist!

Is that a turning buckle? Just checking for any lost-in-translation. well a pic I'd like to see. I make alot of jewellery with moving parts just for fun, esp rings. Good for nervous people who fiddle all the time.Or just get bored.
