Just as with tuxedos, or evening gowns, "Formal" wear is what is currently accepted as formal wear. As far as kilt accessories is concerned, I don't think that includes brown. Notwithsatnding their great looks and clever arguments for their acceptance, brown is outside the "formal wear" family. Like so many of the fashion rules we accept, it doesn't make much sense but... when did they ever make sense!
