Great solution. I too have been looking for a way to hang my kilts. Have thought of building a hanger, but have not had the time to work on the project. I very much like your solution.

I simply hang my kilts by the loops there for that purpose. Works perfectly, and pleats hang straight and free... 
If your kilt has loops, one of those hangers that accommodate skirts with loops are up to the job too. No need to clamp
