It seems they have a garden/grass roof, and due to safety regulations must add extra expenses each time the roof is trimmed.

Leave it up to government to make something simple, very difficult and expensive. Trust me I know how government can do this(SC Dept. of Education - Transportation - Spartanburg School Bus Shop Foreman[my employment]). It has never made sense to me. Oh well.
