I've seen several of this kind at festivals this past year.
It seems to be part of the young Goth look over here.
Hopefully it is just a passing fad.
I have seen some nice traditional kilts also. Mostly at Medieval Fests. These are similar to, but different from the Ren Faires in the States. The Medieval Fests have people dressed in a wider timeframe and from more different cultures (like the Vikings, or Crusaders).
Another difference is the Medieval Fests are often held at castles or towns that date back several hundred years.
