I think the confusion comes about because here in the US, it's common for a local government to use the same phrase to describe an area where a particular act or item is banned.

So, for example most schools in the US are labeled "drug-free zones" because illegal drugs are prohibited, and also "gun-free zones" to emphasize that weapons are not allowed either.

Also, many in the anti-smoking movement describe an area as a "smoke-free zone" when they mean that smoking is banned there.

So for a moment it almost sounded like kilts were prohibited in your area!

A blessed St. Andrew's Day to all of you and to those volunteers of the Society of St. Andrew who feed the hungry by gleaning harvested farmland.

My band's performing at the St. Andrew's Society of Tampa's annual formal dinner Saturday evening. Tonight I'll be piping tonight in front of the Celtic Shop of Dunedin for Dunedin's annual "Old Fashioned Christmas" celebration, and tomorrow morning for an Irish gentleman's 76th birthday. He'd told his son that he'd like to be piped out when his time came, and being a good son, he was thoughtful enough to hire a piper while his Dad's still around to enjoy it.
