Part of the "Braveheart" syndrome, I think. Narrow minded twits see scenes like the flashing scene in that movie, and think that anyone wearing a kilt is prone to do such things. They seem to try and claim that they had problems with some people, but I'd bet that they have more problems with the trousered. Of course, if some bouncer wanted to do a kilt check on me, the bar would be short a customer. If I was in the shape I was ten years ago, they'd be short a bouncer too...
