Dread,
I would get ahold of a postal inspector that kind of thing is a major no no! Sounds like willful neglect on the part of the mail carrier and there are major laws against that. Also, the "office" is liable for a major lawsuit for accepting postal property and not delivering. I am sure a lawyer could definately get them to walk a chalk line.
