That's a stealth kilt. Invisible to both radar and the (heh!) naked eye, it was intended to allow the wearer to operate in complete safety from detection.
It was never officially adopted by any regiment, however, and remained in testing until budget cuts forced a halt to research.

And here I thought with the shortage of dress kilts for the regiment this was going to be the new parade uniform. ah well mom will have to watch something else

do you really think any of the lassies would miss a parade of the scottish regiment were they all dressing in little more than a sporran, spats and a rifle? I think there would be riots in the streets as people push and shove for a better view!!!

New kilt-wearers often ask the question "Where should the sporran be worn?'' I think this picture demonstrates the proper position quite effectively.
