I have had dealings with this ebayer before. He is used to complaints and would rather satisfy you than risk negative feedback. I emailed him about some horrible chanter reeds that he had sent me and he gave me a full refund and didn't even ask for his reeds back. He knows his stuff is garbage, he's just hoping that no one will bother to complain about it.
I say email him, threaten him with negative feedback and you will probably have your money back sooner than you think.
