The Army and Naval Academy students are not in the military. They are going to be in the military apon graduation. While I don't know about the Naval Academy, West Point has it's own uniform regulations that have little to do with real military uniforms.

Of course as are regimental pipe bands in the UK. Granted a kilt might be pert of their regular uniform but they are not wearing their parade uniform. The same is true with many of the other marching bands in the US military. They have a special parade uniform but they don't wear it for regular duty.
Even the Marines have special uniforms for their bands.
