many people wear jeans or casual shorts and t-shirts.
An interesting comparison with Scotland, whether as an employee in many work places, or as a customer in say a restaurant, there are a lot of situations where kilts would be entirely acceptable wear whereas jeans or shorts would not.

Sorry to hear that your wearing a kilt at work was not a great success.Mabe if you try a tartan one you might have more luck. I have been wearing mine to work for over twelve months now,[ but i do have to change into theatre scrubs], at first i got all the usual coments, but now every one accepts my mode of dress.
