That was my impression, but I wasn't sure what they were SUPPOSED to be! (Or if my feeble eyes were playing tricks on me.)
Perhaps (as suggested by Caradoc) they're supposed to be moggans, which I thought were to serve a gaiter-like function? (Anyone who knows please feel free to correct me!)

I think they are supposed to represent cadadh or "bag hose", however obviously without the foot part. Guessing he was going for the "look at first glance" instead of functional woven diced hose. I think your right though, looks like a combo of modern and old garb.
