I also agree with the vast majority. Wear protective clothing. end of story. At some point in your kilted ride the wind will catch your kilt and blow up. This will be a distraction, you will be dangerous to yourself and others. In 9 years of riding I rode only once in shorts and tee-shirt. Through the hottest of summers it was leather, denim & leather.
