Ron, your sizes sound reasonable, but make sure whatever you do that you follow the kiltmaker's directions on measuring. One may do it a little different than another. Some will want you to take measures over clothing, some may not.
To me the important thing is to determine where you want the bottom of the kilt to fall. I prefer mine at the top of the knee. I measure up from the top of the knee to the point I want to "carry" the kilt. For a casual it's 22" for a traditional 24" (personal preference). At that point I measure my diameter around. Lastly, wrap it around the widest part of your hips and butt. And that's all you need.
