A do or a don't?
Where's the kilt?

That'd be the big piece of cloth over his shoulders.
The "kilt" as we know it mostly likely evolved from a cloak-like garment (the "brat") that eventually got a belt thrown around it to hold it on.

But, as a nether garment, would it have been worn over the jacket?
this fellow appears to have nothig but his tights under the jacket.

Those are trews, Martin. Trews in the 18th century were tight and akin to riding breeches...
