I'd chip in the extra and go with a USA kilt or a Stillwater heavyweight wool. You've already got an acrylic kilt, no need for two if your expanding on a budget in my opinion 
You've covered the "cargo" style kilt and the "budget" kilt. Personally, I'd go with a USA Casual before I'd go with the Stillwater just because it's machine washable, very comfortable and tailored to your measurements. But the Stillwater would be on order very soon after that as it's a great option to have as well.

I'd definitely go with the USA casual...all of the good points that Cavscout mentioned especially the "wash and wear" aspect of them...that's a real plus in the summer time. I've got a couple of SWK acrylic kilts and they're okay...I'm waiting to see if Stillwater introduces any new tartans in the wool.
