It seems to me that it would have more to do with the manufacturing and selling of sporrans then it does with the people who wear them. Like you said, what if you have one that’s 30 years old or one that’s generations old?

Are they going to microchip licensed sporrans?
Mine is almost 50 years old, Trefor and, like you, I naturally have nothing to prove that I have had it that long. Two weeks ago I acquired my first Semi-Formal sporran (to wear at Howie's wedding next weekend) - yes, in all my fourteen sporrans, I had nothing suitable to wear to a wedding, well, not with what I am wearing to this one!! This new sporran has an all-leather body with Greenland sealskin on the front with matching sealskin tassels - photo to follow later with the complete wedding outfit!!!
I will be taking it back across the border when I drive into Scotland this Thursday. It was a gift, I have no receipt; will it be confiscated? Will I be sporran-less at the wedding? Will I even GET to the wedding or will I be thrown into jail? Bread and water instead of Wedding Cake and Champagne! Oh, the ignominy! To think it has all come to this, after all these years.....
On the other hand: when do these new legislations come into force? Not before next weekend I'll bet!
