May have been in reference to Highland dancers. They are required to wear black or dark-colored dance trunks under their kilts.

I have never seen flashes at ceilidhs either.
My dear fellow, it's all a matter of perspective! I stand a short slice over six feet. My daughters stand, respectively, at about two feet and one meter (over a yard, but just by a bit). They can "see up" things I "look down" at.

The other thing that strikes me is that you say that a kid might find it amusing, well that might be however they are just as likely be somewhat disturbed.
As for me I try to gauge what it is I will be doing, where I am going that type of thing, then I decide what to wear or not wear, for example I am lucky that I can wear a kilt to work I will not go regimental to work as I do not anyone being disturbed or offended by my choice of clothing.

Having said that, regimental is more comfortable by an order of magnitude. Be assured that I will never ask or try to ascertain what another kiltsman is doing regarding this topic.

Also a lot of parents. Personally I think Americans are a very prudish people, and would wish that it were not so. As MacWage pointed out, when you're playing jungle gym (or Jungle Jim!) with the bairns, they can crawl up on you, clamber around you, duck under you. My two year old has always loved to run under Momma's skirts or Dad's kilts---she yells "tunnel tunnel" when she does.

If I'm not going to be around children I go free. It's not something I particularly worry about, and I have been to my daughter's school sans briefs but it's an extra bit to think on.

Somehow when Paris Hilton went . . . well I won't call it regimental or the ghosts of the Black Watch from years gone by will rise up and smite me, but when she didn't wear her knickers it was titillating and daring. If it'd been Brad Pitt, say, it would have been gross, disgusting and probably an indication of some perversion.

 Not fair, some would say.

To which I'd respond: a fair is where they give pretty pigs prizes before turning them into bacon and ham.

 Semper fi, Jock.

I don't think "allowed" as much as suggested. I remember someone posted a link to a clip from "The Avengers" TV show. Mrs. Peal and Stead were in a fight in a sottish castle, the men were is kilts. At the end of the fight one of the bad guys runs up the stairs and as he crossed the top landing he flashes his tighty whiteys. If they had been black, like Mrs. Peal's leather cover alls (sorry my mind just went to this picture) it would not have been as oblivious to all.

Black undies under the kilt will not flash as much as white under a dark kilt. If you must flash, flash a dark color to confuse anyone who sees.

This is a day shirt I picked up at the Blairsville games. It's made of monks cloth, a waffle-weave cotton cloth that is thick and heavy but wonderful for warm weather because the slightest breeze wafts through it. And no, the pic is not out of focus, that's just the hair on my arms and legs. Some call me the missing link.
