Canvas!
I e-mailed utilikilt and amerikilt and got qoutes from both of them. Amerkilt was around $17 plus shipping and Utilikilt was $25 plus shipping.

Utilikilt used to sell surplus Soviet belts made with RUBBERIZED CANVAS. For sometime now I've been trying to find a piece big enough and of a good thickness for a sporran.

I've used various ammo pouches as sporrans, nylon and cotton canvas, but they are certainly not formal. I think your best bet is to make or commission one. You could always take a Nightstalker and cover the front panel with fake fur.
Good luck!

One could, of course, contract for a Alcantara®‚ faux-fur sporran but I'm not quite certain they are sufficiently (assuming the motivation) "vegan" (in that an untrained or unknowing person can mistake them for leather or fur, thus advancing an aesthetic for leather and fur). Is wool OK (there are significant historical, albeit non-highland, artifacts of woolen sporran-like bags)? Silk? There are also historical artifacts (again, non-highland) that used wood, bamboo, grass, straw or even paper, hemp and metals to make "sporran-like" bags.

You might take a look here:http://stores.ebay.com/House-Morningstar
I don't know how formal they are, but they cloth.
