I might be up for something like that, especially if it weren't on Christmas Eve or Christmas Day itself, (though I don't get too dressy, and my "best" is my current favorite, my blue hemp R-kilt). If I made it, it'd be my first kilt night in over a year of full-time kilting 
As for places, I've had several people recommend the Royal Mile Pub in Silver Spring/Wheaton, MD. I've never been, but like I said, several (even one I trust on these matters) have said it's a good place. I'm more of a beer man, myself (see my forum name as to why), but here's their whiskey list. We might want to check their event calendar closer to whatever date you choose for the Kilt Night.
I'll watch this thread for developing details, but whoever drafts himself (not it!) for organizing, feel free to, um, rope me in if it looks like you need someone who could make an exploratory visit or introductory call to the establishment (no, that's not organizing )
