I was wondering did you measure your "true waist"? The True Waist is where a traditional kilt will sit, and it is higher than where your pants would sit, it's best to measure around where your bellybutton is, it is also best to have someone help out as looking down will pull the tape. If you look around on some of the kilt makers sights there are measuring directions out there. I also noticed that you did not include your drop measurement, if you are going to have a kilt made for you the kilt maker will need that measurement as well.
Do you have a tartan shop near you? If you do it might be worth your time to see what they can do for you.
