I think what the STA is trying to say is that just because Polly Whittering named her fashion tartan Irish National does not mean that the government of Ireland has named it their national tartan.

Bingo. To my knowledge, the Irish Republic has never recognised this tartan as the national tartan of Ireland, just as none of the Irish county tartans have been officially recognised by local governments.
Generally, for a district tartan to be officially recognised, it has to go before a legislature and/or assembly. There are a number of American state tartans that have not been recognised by the State legislatures, but carry the name of said state as a "fashion" tartan.
