    At times apparently Wally World has some fairly decent tartan. I have yet to see any but with colder weather coming they might start carrying some.

    Welcome and congratulations form Eastern Washington State. Yes, don't buy cheap fabric, etc. Making a kilt is too much work to waste on unworthy fabric.
