To me the kilt is just a garment, and article of clothing. It's pretty much a non-event to me to wear a kilt since I wear it all the time.
I wear my kilt with just about anything I would wear with any other sort of lower half garment, practicality and style allowing.
Various kilts do best in various settings, either more casual or as part of a more refined outfit. Really, other than looking better and being MUCH more comfortable kilts serve the exact same role as pants.
