You can google or ask.com "Bass Drum Logo". A very durable paint for a simple stencil or hand painted pattern is.....rubber paint. I've used it to paint my foldable kayak, whitewater rafts and even tire swings to keep the kids clean. My last tire swing has resisted hundreds of hours of use and ten years of arizona sun without much wear. The kayak and raft are long gone and didn't outlast the paint. I'd do a test spot to make sure it doesn't damage the drum head.
What does the Vinyl do to the sound of the drum head? The rockenwraps go on the front of drums and not on the batter head. I have only seen paint on drum heads. You might contact the drum head manufacture and see what they reccomend. They do print on the heads their logo all the time.
You could get them silk screened... the effect on tuning would be minimal, and if you can find a shop that wouldn't charge for the artwork, setup, and screen, it can be fairly cheap. A good screen printer would know what kind of paint to use to take that kind of a beating.
Actually, I'm a Graphic Designer, and I happen to work for a sign company and have done a few drum heads with band logo's on them. Vinyl is the way to go. You can either goto your local sign shop or let me know if I can help you out. I would suggest using a high performance vinyl 2mil vinyl, good for 9 years, thinner and will have more flex to it.
