It was definitely big baggy pants on underneath it... I'm not exactly sure what they were going for, but the snaps on the button and the key fob made it distinctly a Workman's.
On a side note, while I'm enjoying the series... their day-for-night sucks... I'd rather they just pay the extra to shoot at night if they're going to post it that badly...

They might be going for the look similar to that of a long tunic worn with pants...
I haven't seen any pics yet, so I may be way off base

Yeah, they're all wearing the kilt over trousers. I dunno why.

Well, the kilts show their defiance against conformity (in this case to the rule of the Sorceress) and their desire for freedom (again, from the Sorceress). The pants show that they're not free yet.
Or it could just be bad fashion sense.

My guess is that the costume designer chose for them to wear kilts and then had a conversation with the producer and/or director something like this:
Costume Designer: "So I've got this great idea for the resistence movement's costumes... Here's a drawing... They'll wear these great, tough-looking, solid-color kilts..."
Suit: "Won't people think they're Irish or Scottish or something like that?"
CD: "Ummm... no, it's not a wool, tartan kilt. Trust me, it'll make them look great, plus they'll stand out."
Suit: "I don't know, I'm pretty sure people will either think they're from England somewhere or that they're cross dressing."
CD: [exasperated sigh] "Whatever. Would it help if they wore pants under them?"
Suit: "Perfect! I love that idea."
CD: [under her breath]: "Moron."
At least I like to think that's what happened.

Or, if it was filmed in New Zealand, there is an XMarker down there known to have worn green tights with a kilt. Maybe the costume designer saw that, and it was burned into her brain ...

Yup, I saw it too.
When all the freedom fighters showed up in time to rescue them was more concerned with what they were wearing than the actual skirmish. LOL
Damn kilting has even affected my sci-fi viewing.
