The first question I have for you Kent, is cannot you return the kilt and get one that fits correctly? I just really hate to have someone think "OH well, it doesn't fit, I guess that's normal, I'll just figure something out and alter it till it does."
An improper fit of a kilt is not a minor thing. So check if you can return it.

If what you bought cost more than a hundred dollars I would absolutely return it and request one in the correct size.
