Just look at the kid's kilts from Stillwater! You might need to make a few modifications, though...just for ease of use, so to speak.

This custom of trying to turn dogs into people impersonators with different kinds of attire is somewhat suspect

Lets get more men in kilts first and that means being modelled by humans not canines!

On him, by the way, it's a costume.
