What you're thinking of is an Inverness coat; a long coat, somewhat like a trench coat with no sleeves and a long cape which fully covers your arms. Imminently practical; I love mine.
That is much more of a cloak; essentially a big circle of fabric; sometimes with buttons, usually with a clasp or loop-and-toggle at the throat only...what I'd call a boat cloak.
