I have seen the "Ike" jackets worn with a kilt, they look good. You guys are making me feel old, I wore an "Ike" jacket in ROTC and was issued one in basic training along with the "New Green Uniform" that was being phased in at that time.
My dad was a WWII era and later army officer, I don't ever recall seeing him in an "Ike" jacket, he always wore the hip length tunic with the light trousers.
