I wear white, not off-white, WHITE popcorn top pipers hose with my black tie formal kit and am unapologetic about it.
...though I understand that's not to everyone's taste.

Yes, I know about Scottish Lion's hose. I have a pair of their castellated red-and-white diced hose. A bit pricy at $110, but they are quite unique and get a lot of attention.

The popcorn top hose in any colour but white is fine, but white should be left to pipers.
As far as hair sporrans I agree to a certain extent. If your dressed casually or even in just a PC they look a bit odd to me. With a doublet I think they look fine. I guess to me it works because of a doublet's resemblance to military /piper attire anyway so it doesn't seem to look out of place.

Have two pair in bottle green, a pair in navy, and a pair in black. Currently the only kind of hose I prefer to wear. The regular stuff just isn't that comfortable.

Your personal price range is what you make it. When you want something bad enough, the range can and will expand.
Remember when you didn't like spending $25 for a pair of jeans? And now think nothing of spending hundreds on a kilt
