There are ways to do some adjustment. A lot depends on your kilt. One method would be to let out the apron edges and move the belts but this will off center the prominant stripe on the front apron. You can also reduce the size of the inverted and deep pleats, if you have them in the kilt.
So, like Jay said, not easy.

My first kilt shrank on me like that but the moths also got at it!
It might be possible but it's a major operation so a new kilt or several could be a good move!
