I am basing my answer on my recollection that you said he is a Petty Officer Second Class [E4] in the Sea Cadets correct?

Re-reading the posts I don't see any reference to being a cadet E4. The first post implies that the jacket is dressed for the appropriate rank in cadets (cadet O3), and if that's the case it's fine, as is.

I would go with dark hose [blue or black] with tartan, blue, black or possibly gold flashes [the gold being a stretch depending on how much shows in the Navy tartan] and black shinny shoes.

I agree totally; a much more "navy" look.
