You've received many good suggestions for good, reasonably priced casual kilts. Like many have said, Stillwater and USAK are good choices. I have a couple of the SWK acrylics and I like them, but wind can be an issues. Yes, I live in a windy place as well.
So far, the best kilt I have regarding wind lift is one of the 16 oz PV/Acetate blends available from The Kilted Nation, here:

I was wearing it out this weekend in 30 mph winds and had no problems at all. And the prices are good. I'd suggest you add these to your "possibilites" list.
