Question: I have a tux shirt and bowtie. I plan on wearing these items along with my kilt. Is it ok if I wear just the tux shirt and bowtie without a jacket. If not, can I wear a regular jacket (goes down to waist)? (I'm 17, I have a crappy job....I have no money.)

I would not recommend wearing a standard jacket. Is the event you are attending a black tie event? If so you would very under dressed without a jacket. There are several possibilities depending no the level of formality. Tell us a bit more about it and we can give you some better choices.
It's relatively inexpensive to find a jacket at a thrift store and have it altered to work with a kilt (between $40 and $70) This could be work with a neck tie to most events.
If you need a black tie out fit, check out some online tux resellers for ex-hire Eaton jackets. They work very well as alternate PC Jackets.

But in the end you do what you can with what you have. Scottish clothing is not cheap and takes a while for most of us to assemble a well coordinated outfit. My Black tie Eaton Jacket was found on ebay for $30, swapped the buttons for pewter buttons and works well in most circles. Bought a vest from the link above. I had a tweed sport coat tailored for a kilt as well.

While it's not usually recommended on here, I recently went to an affair with a friend who was kilted and wore a regular suit jacket. I thought it looked better than I would have expected.
