In Barcelona I wore kilt and hose all the time and didn't get too hot even in my eight yard St David Cilt.
But of course I was regimental so air could circulate and could appreciate every refreshing little breeze! 
My arms and the top of my head caught the sun a little but nothing below the waist did.
