In your neck of the woods, I think Kathy Lare is the closest. If you are forced to get a kilt totally by mail, then the door is wide open, as there are many good quality kilt makers here in the US - Wallace Catanach, Kathy Lare, Barbara Tewksbury, Matt Newsome to name but a few. Any of these fine people can make you a high quality kilt!
..This.. place rents kilts, and might have a deal on used kilts.
