how does one go ahead and suggest, propose, organize a Kilt Night for the last weekend of July or about?

As said, start a thread, pick a date, announce it, and see what happens.

I live in Louisville, so can make any of the three dates offered.

As SB mentioned, some of us hope to attend the Renfaire in Eminence as a group on the 5th. It would be more of a kilt afternoon/evening than kilt night, but it's still a gathering. We can move the party to a tavern afterwards, if we really want (puts on thinking cap, tries to remember a tavern near Eminence, comes up with nothing).
