The white and red crosses refer to the coat of arms of ancient imperial Comté before 1279.
The other colours (blue, yellow, black and red)refer to the coat of arms of modern Comté.
A second blue for hope.
Four sections for the 4 French Department of Franche Comté: Jura, Doubs, Territoire de Belfort and Haute Saone
