It depends on your own personal style I almost always wear wear hose up with flashes.

I normally don't wear one at work, but I do wear one almost everywhere else, again personal style prevails.

Q:Should a sporran be worn most times??

I think so if you are wearing a traditional kilt, if it's a contemporary design then it depends

Again personal style comes in I wear one as I think it helps define the outfit, however I do no wear my dress belt very often in a casual setting, then I wear a more casual belt.
