Your comment prompted me to do a search on the term "science of aesthetics." Coincidentally, the first result that Google served up was from The Tartan, Carnegie Mellon's student newspaper. It doesn't quite answer your question, but apparently a lot of others are asking the same thing.

That's a tragic mess is what. The description of what the colors represent is odd for leaving out the vast forests that surround the city but none of the colors I see even come close to reflecting their description.
For that to represent the beautiful city that Victoria is .... well ... sad.
... and ugly.

Well, as someone born and raised and living in Victoria, and who has seen this very swatch of tartan in the flesh, I have to say that a kilt in that tartan is something that I will never wear. I'll stick to the British Columbia or Maple Leaf as my district tartan.
Steve, do you know if the tartan has been officially recognized by the City of Victoria?

...and if it hasn't where do we e-mail to strongly recommend that they rethink the whole thing? I realize that a lot of us aren't Vancouverians or even Canadian but for the love of God....

That's a bad tartan, but I can think of a few I have seen in kilts (here and in person) that I would never wear. I'm not even that found of the BC tartan. Too bright for my tastes.

That's just silly! Next you're going to tell me that it's pronounced "Kan-ah-dah" instead of "Kah-nay-dee-ah"!

What does Ohio's flag have to do with New Jersey?

MacMan, As far as I know the city has not adopted it as "Official". It appears that the couple just wove up some fabric and registered it. I doubt that they have never actually brought it before the city council.
Sounds like a good opportunity to get busy with a Tartan generator.
