Not a problem in the wind with USA Kilts semi-trads.
If I weigh myself, then pick up a USA Kilts semi-trad and weigh again I weigh TWO pounds more. So a semi-trad in my size weighs two pounds. Rocky doesn't cheat on the pleat depth. That adds weight and wind resistance as does the part that's sewn down to your hips...fell??
I was dumb...real dumb. I put off buying any USA Kilts for a couple years...the feedback on them just seemed too good...well, once I tried one I ended up buying more - 22 to date! Yeah, I'm sold. Try one and I suspect you will be too.
Here's a bad pic of my MacLean Hunting USA Kilts semi- trad, the tartan is shadowed out but its a great pic of the pleat swing when walking normally. A great sign of quality. That's why I keep buying them.

Here's a pic of the Dress Gordon in the wind - with the wind coming from behind.

And here's my U.S. Army tartan Semi-trad down on the river. You can see the vest blowing around, look close and see my hair blowing, and the kilt is just dancing happily.

Sorry I don't have more kilts in the wind pics with my USA Kilts semi-trads...just hasn't been an issue. If you look close at all three pics you can see how the pleats only swing from low on the hips, the top part of the pleats on the hips are sewn down well, so nothing for the wind to get ahold of. But the pleats can still do that lovely dance in the wind.
