No American service includes the Kilt as an approved uniform item. However, it has occasionally been worn to service events. Your best bet is to look and see if civilian attire is permitted at the event... if it's strictly mess dress uniforms, don't go with the kilt. If it's mess dress or civilian black / white tie, then kilt it up, with a civilian doublet or PC. Check your uniform regulations for the Air Farce to see what the regulations on a serving member wearing mini medals with civilian formal dress is.

Your installation shouldn't have a problem with you wearing a kilt as long as you're not on duty. As for wearing your medals, I would treat your jacket as if you were wearing a tuxedo. As a senior NCO, you should have plenty of medals. Do you get to wear the blue space command jumpsuits?
